The New York City Economic Development Corporation is rehabilitating their Piers 35 and 36 facilities to meet the projected occupancy load bearing requirements. In addition the rehabilitation is expected to significantly extend the service life of these structures. The pier 35 facility is slated to be converted into a public waterfront esplanade and park while the pier 36 facility is leased to the New York City Department of Sanitation, New York City Emergency Services Unit, and a private tenant (“BasketBall City”).
The project consists of demolition and replacement of the Pier 35 low-level relieving platform, Pier 36 inshore platform, combined sewer outfall, and substructure rehabilitation to the Pier 36 high-level platform. The project also includes the substructure of the “Eco-Park” which is a major focal point of the planned park. The existing Pier 35 timber piles, underneath the FDR drive, were reused and “extended “ to limit low overhead pile driving. Precast concrete elements were widely used throughout the project to limit costly field labor. Structural pile encasements and cathodic protection repairs were installed below the Pier 36 high level platform to extend the pier’s service life.
The project’s scope has been increased by 30% due to significant variations in field conditions from the original design. HM has been working with the contractor and engineer to implement value engineering and time saving design changes throughout the project. Although the schedule has been delayed accordingly, we are currently projected to complete construction in late 2011 30% below the budgeted cost. |
